Application for the grant of a new Hackney Carriage Vehicle
The Corporate Director – Environment asked the Sub-Committee to consider whether to grant an application for a new hackney carriage vehicle licence that did not comply with the standard criteria as stated at paragraph 47 of North Yorkshire Council’s Hackney Carriage and Private Hire Policy.
The Sub-Committee could;
i. Grant the application for a period of one year ii. Refuse the application
The Sub-Committee considered the written report and appendices, the verbal presentation from the Licensing Enforcement Officer, the applicant’s representations, the Council’s Taxi Licensing Policy and the relevant statutory guidance.
The vehicle had been closely inspected and alongside the Ministry of Transport (MOT) test certificate and the Council’s vehicle inspection report, Members were satisfied that the vehicle was in excellent condition, and therefore the applicant had shown sufficient reason to justify a departure from the 10-year rule in the Council’s general policy in this instance.
DECISION OF THE SUB–COMMITTEE
It was the unanimous decision of the Sub-Committee to GRANT the licence for a period of one year.
